To make improvements in any organization, changes must be implemented. To implement changes, changes in behaviors are needed and changing behaviors requires learning something new. As such, any improvement effort must include "learning" considerations to support effective implementation of anything new.
Additionally, managing a project requires the PM and team to exchange ideas. This exchange of thought is "learning" and makes an understanding of what learning is critical to the success of any effort.
